Keep in mind that the Joint Strike Fighter (which happens to be behind
schedule and overweight, but that's another issue) is designed to be
the next-generation strike fighter.

How many Raptors do you think Congress will fund (assuming no major
changes, like China all of a sudden being extremely hostile) for the
Air Force?

My guess is around 144 Primary Mission Inventory Aircraft (PMAI)
divided among six squadrons: three squadrons at Langley as part of the
1st Fighter Wing, ACC; two squadrons at Elmendorf in Alaska as part of
the 3rd Wing Group, 11th Air Force, PACAF with detachments in Guam
perhaps; and one squadron at RAF Lakenheath in the UK as part of the
48th Fighter Wing, 3rd Air Force, USAFE.

Usually only 66% of the aircraft in the total inventory are PMAI
aircraft and if that holds with the Raptor then 144 PMAI aircraft will
require a total inventory of around 220 Raptors. Procuring 220
F/A-22's would add up to over $30 billion in procurement cost.

That's my guess anyway.

What about the three Composite Wings? Trusting to wetware, ISTR only the
Mountain Home wing has F-15C's.<!-- ~MESSAGE_AFTER~ -->

If you are referring to the the 366th AEW, yes, that's a good point.

On an aside, I've heard from a person who is decently aware of what's
happening that the F/A-22 has a good chance to be the next weapons
program that is canceled. That is not to say that it will be canceled.
But it is not the most secure program at the moment.

They're having problems getting the thing ready for its (many times
slid right) 'combat evaluation' to get a FRP contract in place.
Apparently it is still having a problem meeting its requirement to
operate for an average of at least 5 hours between mission critical
failures due to dozens of problems with the avionics systems.

This evaluation has already been slid numerous times, so if it has to
slide again there is certainly some amount of risk. I'd bet against
an outright cancellation, though.

The Air Force would do just about anything to order more of this
airplane. Maybe they'll swap it to them for giving up on the Boeing
tanker deal!

All of it. They're billing the whole thing as "F/A-22" now, to try to
cash in on the 'strike fighter' glamour. The name change was one of
the things they did the last time the program was in trouble and they
were hunting around for political support.
