I'm not very tuned in to grade levels (my son reads everything from
picture books to IEEE Spectrum magazine), but I think Donald Sobol's
Encyclopedia Brown stories may be what you want.

has a nice listing of the series.

According to lexile.com, the lexile ratings for the Encyclopedia Brown
books vary from 560 to 710, which would correspond to 3rd-4th grade
reading levels.
