The ISBN is useful only if you want to sell your book in bookstores or
on Amazon, etc. if you don't want to sell your book, or already have a
way to sell it directly, it is not necessary.
But lets assume you want to sell your book. An initial block of ISBNs
is about
$240 all told. A good cover design will cost from $250 to $1,500, with
the higher figure more common if your book is to be taken seriously.
Interior layout costs about $500 and up. Editing varies depending on
the book, the editor and the services, but figure on several hundred
at least.
Of course you can do all these things yourself, and not be taken
seriously in the marketplace.
So I will answer your question with a question: do you want to sell
books? If so the cost of the ISBN block is a small part of your total
upfront expense.
If not, why are you even bothering with an ISBN?
Publishing is not one of those things worth doing badly.
