CoS question (spoilers?)

OK, I might be a little late on this one, but I finished CoS about two
weeks ago and something's been popping up in my thoughts ever since. One
of the things that Erewhon seems to be unhappy with Manticore about is the
way the High Ridge government's handling of the Congo situation. Since
we already know that they were buddy buddy with Manpower, could it be that
there was some collusion between Manpower and the PM in order to ignore
that?

That would be giving High Ridge and his clowns too much credit. They
simply didn't think anything outside their own domestic agenda was worth
bothering with.
