Was the Decimation event meant to cut down on the number of mutants, or
the number of mutants with powers?

In other words, why does the dragon that dropped out of the sky still
have the form of a dragon, why does Polaris still have green hair, and
why is the Blob's skin is still uncuttable? Are these not all still
mutations?

Yes, they are. Only real answer: the writers thought it would be cool
to have all of these things happen, and logic and genetics be damned.
Nothing really wrong with that.

While I am still stuck for a issue to reference, sometime in the mid-80s
Blob's power was increased incrconsiderably. This includes the supertough
skin. I do believe the increase was artificial, which would explain why
they didn't go away.

This ONLY explains Blob, but I believe Claremont is consistent in this one
case.

PS. info based on the early 90's handbook
