In Foundation and Earth, Daneel claimed to have designed his own
positronic brains.
Being the most complex in the world , with random access to 20,000
years of memory, this is no small feat.
Foundation and Earth is set at 500 years, Foundation Era, and daneels
last brain was a few hundred (2-300?) years old.
It is not inconceivable that he designed Dors' brain himself.
But there is no need to claim that. He had considerable powers and
influence, in both his own stead, (mental powers) and through that of
his alter egos (conventional power). He headed a group of robots (and
men?) that were the hidden powers. He could have even influenced the
personnel at the robotics institute in Aurora to deliver him the plans,
or to build them for him.
