There are so many editions of "Foundation and Empire" floating around
that I am not absolutely sure that this is always true, but in every
edition that I've seen, there is a preface that gives a short recapitulation
of the events of "Foundation." While I agree with Mr. Seiler that it's
more fun to read the book, the stories in "Foundation and Empire" are
sufficiently independent, and give enough background information, that
it is not absolutely necessary to have read "Foundation." Remember, these
stories appeared separately in _Astounding_ magazine over a period of
nearly a decade, so Asimov couldn't assume that the readers of any particular
story would have read the previous ones. And while there was some editing
when the stories were collected in book form, there wasn't much.
