That is, when he charges up cards or other things and we see them glowing,
are other characters able to see them glowing as well? IIRC, the coloring
seems to treat charged objects as a real light source, but has there been
any relatively clear-cut indication that characters can tell when something
is charged?

There's a scene post-Zero Tolerance (with Adam Kubert art, was that
Uncanny or X-Men - the issue where Gambit's ghost problem was revealed
anyway), where Rogue's messing with Gambit and she points out that he's
about to blow his hand off, leading to frantic throwing on his part.

Or, less entertainingly, in the Wolverine/Gambit: Victims mini, he uses
a charged card (oddly, they had blue signatures throughout the mini) to
light a pitch-black corridor.<!-- ~MESSAGE_AFTER~ -->

That does raise a good question, though. I mean they draw some kind of
bubblish thing around most telekinetics powers when they're used, but
you assume the other charcters cant actually see it.

It seems to depend on the characters; there have been a couple of
stories where people have been able to see the energy symbols. (Those
purple butterflies which used to appear when Psylocke made telepathic
contact with somebody are apparently visible, for example.)

Yup, people used to talk to the butterfly when it floated in front of them
as if it were Betsy herself.

Xavier made a comment at one time about "psionic ionisation", which seems to
refer to the "sparkly bits" when psi powers are used, but I think the
indication was they weren't always visible.Perhaps it depends on the
atmospheric conditions (as well, of course, as plot requirements)<!-- ~MESSAGE_AFTER~ -->

It seems like Betsy is the psychic where all here power usage is
visible. The butterfly, the psychic knife must have been visible to
people, otherwise it jsut looks as if shes hitting them in the head,
and then when she went telekinetic people saw her katana.

But she did that deliberately - go look at Uncanny 213 (IIRC - the Alan
Davis issue of the Mutant Massacre anyway) where her "butterfly" form
as she's "looking" round the tunnels isn't visible until she
deliberately makes it visible to the X-Men.<!-- ~MESSAGE_AFTER~ -->
