Ahhhhh... the nice plumber I had in for another issue, months
ago, took a look at the shutoff valve and seemed to think it
shouldn't be fiddled with too much. Rust, fragility, etc.
Granted, it wasn't dripping noticeably then.
Actually, the dripping seems to come and go. It was definitely
coming, earlier this week. Now it is gone. I'm not particularly
reassured.
I spent time yesterday afternoon at my local mega-hardware store,
noting down prices and available models of bathroom big thingies,
and pestering the nice salesman about delivery costs and other
practical issues.
(Actually, when you spend time looking at new toilets, and new
sinks, AND new bathtubs, salesmen don't seem to mind being pestered.)

Something to remember also is where the house water shutoff is and
having the tool to do that little deed.

That, I've figured out. Even cleared away the weeds growing in
the cracks around the water shutoff lid.
Though the weeds came back. There are, like, two millimeters of
dirt in those cracks. Darn persistent weeds.

Try Roundup, or a similar product.

Ah, yes. Believe me, I've been tempted.
But I *did* spend years and years living in hippy-dippy Berkeley,
and one or two things did sink in while I was there.
I haven't used any herbicide since I moved here, and no pesticide
stronger than herbicidal soap and the like.
My dog is small and not particularly bright. I don't want him
rolling in herbicide.

Teach him to "water" those weeds. He's a male dog, that will kill them
just as effectively as any herbicide.

He's been trying, but even his heroic efforts can't cope with the
overwhelming quantity of weeds in my yard. :>
Decent-sized yard, and the prior owners let their dogs destroy
the built-in irrigation (chewed it up), then just ignored the
yard for however long they had the house. When I moved in, it
was fence to fence weeds.
I'm working on it. Rumor has it gardening is a healthy activity
-- some rumor I heard about doctors saying we should exercise
more, etc.
