Oh no, Ireland has culture, and plenty of it, as long as you don't mind
hearing about seeing James Joyce references everywhere. Few TV news stories
- international disasters excepted - are about places outside Ireland, and
most put an Irish spin on it. If JRR Tolkien is in the news, you know they
will mention that he visited Ireland often, and some suggest he may have
drawn inspiration from it. (e.g.

But they won't mention this:

Plus: don't examine the popular history too closely. Example: it's a point
of pride that Ireland was never invaded by the Romans. So? They didn't need
to "invade", they just landed, set up a fort for a while, then abandoned
it.* I'm a "furriner", so I'm not bothered, but don't think about raising
the topic in a Dublin Pub, not if you have any Guinness left in your glass.

(But the modern era is looking more interesting, the success of U2 and the
"Celtic Tiger" has encouraged a lot of fresh cultural ideas. IMHO.)
