Secondary mutations will take care of that.

IMO, the High Evolutionary should stop piddling around with just the
New Men. He should be evolving all kinds of creatures, every day, and
five times on Sundays. The High Evolutionary should be at the
forefront of trying to fix the Decimation.

Why bother? When you're mutating humans left and right, does it matter
of they're actually mutants? Is Spider-Girl a mutant? To my knowledge
she isn't, but she still inherited her father's powers. Doesn't that
suggest that mutations can be passed on? If that's the case, the world
could easily be populated with "human" mutates and it wouldn't really be
any different.

Right. It doesn't matter if they're actually mutants, but that's why
he should. Why stick to mutating cows and wolves and stuff?

Actually, what I should have said is "Why should the High Evolutionary
care?" He's not a mutant. The existence of mutants means the eventual
end of non-mutants. He has no particular incentive to save mutantkind.

He should care because he's a scientist. His plan has always been the
continuing evolution of mankind, which includes mutants. Mutants are
not separate from mankind; they are part of it.

A better question would be why he cares about cows, wolves, and stuff.

Evolution is not a straight line. Two species that were once thought to
be ancestors of humanity are the Neanderthals and Homo Habilis. They're
human-like and extinct. Yet, they didn't turn into us. It turns out we
had a common ancestor. Just because they're human it doesn't mean they
have to be next.

Easier to play with on the "ethical" front?

Any human mutated will have some part mutant inherently a part of them
already to some minor or major level. We humans are always mutating to some
extent

No, it actually is more along the lines of Homo Hablis vs.
Neanderthal....mutants are a different sapien line. People can be born
with powers, but unless they have the x-gene, they are not considered
mutants, just meta-humans. Daisy Johnson points this out in Secret
Wars (the last one), that she inherited powers because her father (Mr.
Hyde, I think?) was a powered human, but that she does not have the
x-gene, so she is not a mutant. It's a powered Homo Sapiens vs. a
normal Homo Superior.

Then Franklin Richards also isn't a mutant?
