...."handicaps" appear? There were ballerinas wearing sandbags and, I dunno,
perhaps sharpshooters wearing blinfolds and so on. I want to read that book
again and I don't remember which it is.

Incidentally, that was also developed into an interesting movie
starring Sean Astin.

That theme surfaces in Sirens of Titan and Harrison Bergeron.
In Bergeron it is the main theme, and handicapping is a legal
requirement; in Sirens it occurs in a brief description of the new
religion and is optional but encouraged, as far as I can tell. They were
called self-handicapped (Sirens, Chap. 10)
However, I believe you are thinking of Harrison Bergeron, which is in
Welcome to the Monkey House. If the US Handicapper General sounds
