Not enough Elvish to do the translation, I think. Old English might be
done by someone as an exercise.
Does anyone know if it is being translated into Klingon?

Presumably the extant Elvish vocabularies are insufficient for
translating LotR; I don't think Tolkien invented enough words! There may
be ways to work around this, but people who know more about Sindarin and
Quenya (the two main Elvish languages) will be able to tell you more.
I guess you might have the same (but a lesser) problem with Old English.
Of course, if you managed to find the original Red Book...

I thought so too, when I saw your post. Then I checked. "Anulus" means
"ring" (and other ring-shaped objects, including "anus"); "annulus" is an
adjective meaning "one year old", it seems, as does "annularis". Though I
should presume that the two are closely related; "annus" means "year", and a
year is a full circle of the seasons.

Although of Latin derivation, these words are English and conform to
English orthography. The consonant is doubled in order to shorten the "a".

Since the Red Book was written in Westron, it might not have enough
Elvish vocabulary in it either.

Perhaps there was an Elvish primer included in the "Thain's Book"
recension, or Bilbo appended an Elvish grammar and vocabulary to his
"Translations from the Elvish".
