To clarify: seems amazing that the world-record TB city would be a place where
"rough sleepers" are only in the low hundreds.

Though of course one doesn't catch TB outdoors; one catches it in stuffy
crowded indoor spaces. Could that be the reason?

Dunno. Nick Ferrari's LBC show-- refreshingly (apart from the bloody
adverts) un-BBC-- was bombarded with phone calls saying that the way many
ethnic males spit and force snot out of their nose in the street doesn't
help, but if you only catch it indoors then expectorating all over the place
is perfectly ok and we don't want to mention it. Yeah white males spit if
they are a teenager or if they are a dunderhead, where oriental and asian
men of all ages see fit to do it.

Single people are fucked; totally. I'm on the list but was told an
indefinite wait unless 'asylum seeker' or 'pregnant' or 'in danger'. The
kind of anger caused by immigration often stems from the housing set up:
people on it for years and nothing then some spitting immigrant gets set up
straight away; its the sort of problem that doesn't enter a middle class
lefty's head and if it did, a kind of 'ohh where's your common decency'
homily would follow. My old man's been on the waiting list in Camberwell
since 1959.

The problem is that councils are given the legal obligation to house
people without the resources to actually do it. They are required to
sell off their housing stock, and prohibited from building more. This
inevitably means that the so-called "waiting list" is meaningless;
nobody who isn't in a "priority need" category ever gets housed. Those
categories include the actually homeless, but they have an additional
charming hoop to jump through; they have to prove that they are not
"intentionally" homeless. In other words, they have to satisfy some
bureaucrat in an office that the circumstances in which they left
their last place, however unsuitable, were in no way their own fault.
Moving out a few days before the eviction notice arrives will
disqualify you.

Thanks for explaining. There had to be a ghost of the "less eligibility"
principle lurking somewhere.

Can someone who has been found "intentionally homeless" apply for a publicly
funded stay in a hostel or other temporary accommodation?
