Part of what makes for a "competent" officer core is the civilian
leadership. The Cromarty administration was expecting war, and preparing
for said war, back when Elizabeth was a princess.
The problem in this current go round was that the "competent" officers
were put on half-pay, because the High Ridge government didn't like the
military, saw no real need for the military, and to be blunt, were
incompetent in regards to things military themselves. E.g. Houseman, the
economic expert in the original mission to Grayson, discounted several
centuries of Grayson/Masada conflict as an absurdity, and that Grayson and
Masada were obviously meant to be trade partners. That same obstinate
insistence on ignoring reality, or 'worse' filtering it through their own
perceptions, underlay the entire High Ridge administrations leadership's
view of the universe. They are smart, ergo they are right, and the
universe must be as they understand it.
So they down size the military, beach the more "militaristic" members
of the Navy, promote those with a proper understanding of political
realities, and wind up with commanders who are not expecting war, are not
planning for war, and consequently when war comes to them, having no plans
to improvise from, fight stupid. Worse, send the competent officers under
them out with no forethought. Pushing baby ducks into a pond full of Saber
pike, I believe is the expression.
That said, even if the Manticore Government had had a change of heart,
and sent out fully competent officers and staffs, with enough time to get
everyone up to speed with some 'realistic' battle plans (even if the battle
plans were based on the situation at the time of the cease fire), the
Manties would still have gotten rolled over. But they might have been able
to take a few Haven ships with them, rather than "lead with their face" as
a friend described his losing style in a competition. E.g. Sidmore
Station. Had not Honor reinforced her command with her "other navy", she
would have been as much toast as the forces which were rolled up.

I've never really understood the High Ridge government and what their
driving motivations were. Oh, some characters, like Reg. Houseman, are
understandable, but I've never really understood High Ridge and his other
highest level cronies.
And I don't really understand Janacek either. Why does he seem to have this
unending hatred or jealousy against good military leaders? What is his
problem?
About the only thing I can see is that they're all a bunch of power-hungry

Similarly, Trevor's Star was spared a lot of destruction because Admiral
White Haven essentially pulled a fleet out of his ass (well, The Sword
pulled it out of Grayson for him). In that case, defeat was avoided
because one of Manticore's allies had a ruling government that was as
stubborn as the Mantie government, but very much still prepared for
full-out war.

Extremely self centered, no empathy, unable to understand another
person's POV, lots of power and wealth, raised with the idea that they
are always right, very close minded...
The tune they sing does not match the steps in the dance.

DW was so negative it really didn't come across but they were elitist who
wanted to expand a strong socialist safety net for those less fortunate than
themselves though they did not want to share any power with the down
trodden. They had a social conscious of sorts. I suspect that it worked more

So for as I can tell we haven't had a President that bothered to carry money
while in office for decades. The staff paid for things out of expense

poor thru government sanctioned bribery.
I do agree that most of them came off as elitist, particularly those who
thought of the Graysons as neo-barbs. I've always thought that it was
rather amusing that people whom the Sollies think of as neobarbs are

Maybe. I know what the term means to me and the locals. I agree with the
definition given.
We have a few in town though I suppose they would be small stuff elsewhere.
I said I don't dislike them much if any more than limousine conservatives. I
don't have any use for either one. No matter what either group may say or
even think they don't connect with people who aren't in their income group.
They are absolutely out for power and they have a weakness for cash or
gifts. The disconnect isn't surprising because they don't have anything to
do with the blue collar and lower middle income people other than as service
workers.
So for as I can tell congress is full of these two groups and while they
disagree about many things most of them are happy to pimp the backside of
the people that voted them into office to the highest bidder. There are
exceptions but as Will Rogers noted we have the best Congress that money can

It's also what got kids out of sweat shops and into free schools. They're
still messing around with a few other toxic issues like child prostitution.
A few years back kids were being sold in Africa for 10 to 15 dollars each.
Not the issues in Manticore but it was here a few generations back.

Papa Bush is a nice guy and an American hero. Any suggestion that he had
much of a clue of how average Joe type people lived after 4 years of
isolation in Washington is wasted on me. His heart was in the right place
but unless you actually spend some time with them...
His son has the same problem without being a war hero but I didn't claim it
was limited to any party. If you don't know people you don't know them and
the elite scratch each others backs. If you don't know people then bleeping
them over doesn't seem real.
