because it would be obvious that something was up. What about using
them for sabotage, though? Destroy a magazine during a lightning
storm, perhaps?

Makes sense. I guess I can see why Merlin might not want to do such
a thing generally, but it might make a lot of sense to do it prior to the
upcoming invasion of Hektor's island-country (Corisande?).
With a snark, you might be able to make it look like an accident,

That's why I specified a lightning storm.
Lightning is crashing down, the magazine goes up. Is anyone even

warfare. since Charis is an island just infect The rest of the world.

Target the church leadership with a slight artifical virus in
different place on Safehold, and this may be taken as a sign that god
and the archangels are not pleased.

In the real world... like us... here and now, there are many biowepons
and they have been used. The Human race is still here.
Back to the safehold universe, Nimue Albans comes from a pretty
advance Human race. I think between her and the Owl, they can manage
such a small task.

Make an artificial blood sucking or stinging insect and let it inject
some rather nasty toxin. They feel fine for a few days then get sick and
die a month later. Some mercury compounds would do it. You could even
put the toxin in a tiny slow release pellet. One pest might be able to
carry enough pellets to take out a hundred people.
The Russians did something similar using an umbrella to deliver the
toxin in a tiny hollow ball. I think they shot it into the guy but no

She does have to.
But not because they are evil, but because the ones defending the
system of "rules, values and religious beliefs" are the main defenders
of the Proscription, and the Proscription is directly oposing step 2
of the colony's design purposes. (step one was increase in population,
step two was develop more advanced military technology than existed in
Numue's time so as to end the Gbaba threat, step three would be to use
that mil-tech to end the Gbaba threat)

I didn't say evil or good.
I didn't say right or wrong.
I said change.
She is either going to have to change the values and beliefs of those
who oppose her or she is going to have to kill them and allow people
that have the beliefs she needs to take their places or she can not
achieve her objectives.

A great many things are possible. A great many things may have happened
in the past. There was some small hint that the Romans may have done
something in Germany some time after their big defeat by the Germans but
nobody thought it amounted to much.
Recently they found the location of what was apparently a major battle
field in north central Germany. The legion based on missile points was
fighting its way south.
A truly major historic event, a large scale Roman incursion deep into
Germany was forgotten. Oops!
If she did what I suggested there would be virtually nothing, maybe
nothing at all depending on what was done, to find in fifty years even
if you ran tests. That leaves any suspicions in fantasy land.
