Ok here is what I was told to look at to explain my question:

That's your perception, and it's not an accurate one. Often the two
markets get things at different times as a function of each publisher's
view of when the best time to publish is. The Harry Potter stuff, for
example, is the same date if possible (Australia and the UK export
markets get it a few days later, sometimes). Many British authors are
published in the UK first.
In my case it's simple. Avon thinks it's better to bring out my new
book in the spring and HarperCollins thinks it's better to bring it out
in the fall.

Now here is my problem, its not just that the conclave of shadows books are
being released in the U.K. first and here in the USA later (part of this is
my pride, I mean come on...its an American author and folks in the U.K. get
to read him before we do). But this still doesn't explain why there are no
American editions of "Honoured Enemy"
, "Murder in Lamut", or "Jimmy the Hand". Are we ever going to see these?
Cause these are the ones I've been waiting for for awhile, I've been dying
to see how REF writes in combo with Joel Rosenberg (another favorite author
of mine). I'm willing to live with getting books from an American author
after people outside the USA get them, but this is more a matter of us not
getting this books at all it seems. I tried writing to the publishers about
this and never got even a form letter response.
