The current series of Nip/Tuck has a running backstory of stealing
organs from drunks and occasionally killing them in the process. It
certainly appears to be organlegging.

There was also a Law & Order episode from the early-mid 90s.

As rejection drugs get better and the population gets older, it's only a
matter of time...

Although... Cloning (eventually of body parts) seems to be moving faster in
out timeline than Niven's timeline.
