Dark Phoenix, Cassandra Nova, The Brood, and I'm thinking that's
Proteus in the decaying body of Joe McTaggart on the left.

But Phoenix does have the ability to supress heros powers, as was seen
during the first Dark Phoenix story way back in Uncanny X-Men 135-136.
I assumed it was Jean using her mega-amped-up telepathy to block the
other member's ability to access their powers, rather than actually
removing them temporarily. So Phoenix coming back and finding a way
to make that block work permanently could be a way to "cleanse what
doesn't work" as you said above.

I was referring specifically to what Jean said during Morrison's run.
The Phoenix is meant to be a force that cuts away the bad stuff. For
example, she cut out the "Here Comes Tomorrow" timeline. Presumably,
the D'Bari "didn't work".
