Might be because both the USA and the USSR left him in the cold and cost him
people. Now he's pissed and could make you pay if you screw him again and
they know it.

Except he planned that before the battle happened.

The one thing that makes any sense is that he thought they would never
compare notes but once he let America know it was bioweapons he was
hunting it wasn't likely that that would have come about.

He should have asked for Russian nuclear air cover, not American.

One of the reasons he got the nuke I think is to disgorges other country
sending people to acquire the CD from the Snuff house. That is heavy
blackmail against the US/UK west. If it is know that it is A) Nuclear cloud
over Georgia and no evidence B) Nuclear cloud over appropriate capital city.
