Ok Spoiler (and question) ahead: (I will try to write this as vague as possible in case)

Just finished Ringworld's Children
and I don't understand why it's assumed that Tunesmith and the other protector would automatically protect Wembleth and his children,
did I miss something?
I understand their importance to Luis but what is their importance to them? hostage leverage?
