Two things to keep in mind.
First, Cochrane's coin flip in PRESERVER happens about fifteen minutes after
Picard and his crew beam back to the Enterprise-E in the closing seconds of
Star Trek: First Contact. At that point in time, although Cochrane himself
had no firsthand knowledge of the Borg, it may have been possible for the
Vulcans to "recreate" Lily Sloane's memories despite Dr. Crusher's best
efforts at wiping her memory of the incident. Plus, armed with the
knowledge that something major had been in orbit besides the Phoenix, the
Vulcans might have been able to find corroborating evidence that the
Enterprise-E had been there, even if it were only the wreckage of the ship's
deflector dish and the Borg interplexing beacon.
Second, revealing what he knew much later wouldn't have had quite the same
impact on the timeline. At the time of the symposium, Cochrane may have
been thought of as a foolish old man, and it may have been that very
ridicule to which he was subjected that led to his ultimate disappearance.
It's all about the fulcrum points in history, and the Borg chose theirs
well.
