And there were those, I'm sure, who figured they would be able to
join the Star Kingdom on their terms; getting the benefits and still
calling the shots.

See 'a third of cluster congress'. As was obvious when trying to
hammer out the exact status of the Cluster in the Kingdom, a large
portion of the planetary governments expected to be able to enjoy all
the benefits that come from being a member planet, or a close ally,
without much interference from the Kingdom as it existed.
Really though, most of the Cluster's population _knew_ they were going
to lose their sovreignty at some point in the near future. There was
no question that without Manticore's protection, OFS was going to take
all of them.
Why else had Rembrandt worked so hard? They were trying to make
themselves attractive enough that they could buy into the League with
a slightly better status then most Planetary Protectorates. When the
alternative of Manticore came along, a polity that _invests_ in the
infrastructure of its members and allies, and doesn't simply leech

The Talbot Cluster joined the Star Kingdom because the Author
wanted it to happen.
Secondly, there had been a "unification" of parts of the cluster
by the Rembranters, because the honcho of that planet was trying to
pull together something to fend off the OFS.

I think the real question is, why does *MANTICORE* want these people?
I think the situation is actually not that strange as people are
making it out to be. We're in a current society that loves to "break
down." But there's been plenty of times in history when various
groups DID want to join together as one singular body for more power.
I'm reminded of Pan-Germanism before it became an extremely nasty word
thanks to some very nasty people.
Oddly, you'd think that the Talbot Cluster would have joined TOGETHER

The Talbot Cluster has dozens of worlds, each with its own form of
government, long standing rivalries, and outright hostility between its
various worlds.

not surprising if you consider these are the same people who went
voluntarily way into the back of beyond to make their fortunes. takes
a pretty convincing threat to convince a bunch of rugged
individualists like that to organize and hire bureaucrats of their

They weren't so much looking for their fortunes, as trying to get away
from someone, or looking for a place where they could live their lives
according to their own wacky ideals.
From everything we've seen in the Honorverse, going off to settle a new
world is a very iffy proposition. Sure, a few people manage to pick
some place where their great-great-great-grandchildren end up rich, but
for the most part you end up in some place that resembles the third
world, or eastern Europe.

More than one "famine" has been a deliverate policy - Stalin
engineered one in the Ukraine (i think it was), for instance, and
that's merely the first that springs to mind.

Don't know whether it was Stalin (Ukraine was a founding UN member) or
the independence government. A Ukranian did object to The Ukraine, he
may have said it was too much like other geographical expressions like
The Germanies, The Sudan. Even The Netherlands, although official,
tends to be called Holland by English speakers (compare England for
Britain or the United Kingdom).

WHereas, also in England, "the Argentine" was/is (don't know for
