I posted to a Mozilla forum and got an answer...delete all rules for
individual programs and let it learn them all over again. This has the
benefit of erasing all the garbage from the list.
It was actually set right, but between the two something was hanging, I
could not even get Thunderbird to die in Task Manager using 'End Process'.
It now works.
