Basically, you're creating your own publishing company. It's not that
difficult, but there's a lot to learn.
To become a "publisher" the organization merely needs to buy a block of
ISBNs (International Standard Book Numbers) from R R Bowker (in the US).

The organization should have selected a name for their publishing entity
and taken care of any necessary legal aspects (e.g. create a subsidiary
or whatever else their legal advisors might suggest) and ensure that the
chosen name is not taken by someone else. (Do an Internet serach and
check Books In Print (online database) at your local library.)
