When his former master, Melkor, got busted at the end of the
First Age, Sauron set up shop as an independent agent.

Your question is interesting from another angle. After
Sauron's disillusionment (pun intended) at the end of
the Third Age, what is his experience of himself and
the rest of reality? Did he think his only recourse
was to try to find and merge with Melkor, if that
were possible? Did he experience remorse and wish he
had accepted the opportunity to repent at the end of
the First Age? Did he admit to himself that anyone
has mastery over his new circumstances?

Sorry, but I don't agree.

At the end of the First Age, Morgoth was thrust out of the world.
Sauron still paid lip service to him even to the end of Númenor, but
as soon as Morgoth was gone Sauron was his own master. After the end
of Númenor, Sauron no longer even gave lip service to
Morgoth/Melkor.

Woah. That was about 3000 years there - between the expulsion of Melkor to the
drowning of Numenor.

Sauron knows Melkor is coming back. It's all foretold.
